COMMITTEE CHAIRPERSONS RESPONSIBILITIES

 

Overall Responsibilities of Committee Chairpersons

Develop and submit to the Mid-Atlantic RFU Board a detailed Budget and Plan for the following year on a schedule outlined by the Board.

Ensure that the committee functions.

Represent the Mid-Atlantic RFU on the appropriate USA Rugby committee, as needed.

Ensure that each local union is represented on the committee and that each local union has a functioning equivalent committee.

Conduct regular meetings of the committee.

Provide written reports, on a regular basis, to the Mid-Atlantic Board (generally before each meeting of the Board).

Contribute appropriate committee materials for inclusion in the Mid-Atlantic Handbook.

Communicate appropriate committee business to the membership through the Mid-Atlantic newsletter.

Maintain an on-going liaison/awareness of the Mid-Atlantic RFUís Executive Committee goals/priorities/plans/etc.

 

Coaching Development Chairperson

Meet overall committee responsibilities.

Organize coaching clinics.

Devise a system for communicating with all club/college coaches in MARFU.

Develop and disseminate coaching materials to these club/college coaches.

Identify and recruit additional coaches.

Identify and publish a bibliography of coaching materials and references.

Act as a clearinghouse for coaching information (books, tapes, etc.).

Develop additional coaching materials.

Work with the National Technical Director and NTP as appropriate.

Arrange for appropriate continuing education from outside and/or overseas sources.

Liaison with Referees and Medical Committees.

 

Finance and Development Committee Chairperson

Meet overall committee responsibilities.

Identify potential sources of financial support and arrange for appropriate contact.

Establish clear area of jurisdiction with USA Rugby when dealing with potential sponsors.

Establish and maintain a 501(C)3 status for the Mid-Atlantic RFU.

Establish clear lines of authority within the Mid-Atlantic RFU relative to who is responsible for making deals with supporters/vendors.

Prepare and present documented funding proposals commensurate with the established programs.

Ensure that the Mid-Atlantic RFU has systems in place to support sponsors.

Ensure that suitable accounting controls are in place when spending sponsor funds.

 

Disciplinary Committee Chairperson

Meet overall committee responsibilities.

Maintain an understanding of domestic/international policies regarding disciplinary actions.

Recommend standardization/consistency of action across member unions.

Ensure that local unions have functioning, documented procedures/committees.

Maintain documentation/history of significant actions/cases.

Maintain liaison with coaches and referees.

Compile an annual report that consolidates actions of local unions and the Mid-Atlantic RFU and disseminate to member unions.

 

Medical Committee Chairperson

Meet overall committee responsibilities

Assign qualified medical personnel to cover appropriate Mid-Atlantic events. Publish these appointments. Insure that ambulance coverage is available at appropriate Mid-Atlantic events.

Prepare and publish nutritional guidelines as appropriate for top players.

Liaison with Collegiate, High School & Youth Committees to ensure that appropriate medical/safety information is disseminated to college teams/advisors, as well as high school and youth coaches.

Prepare and publish travel guidelines -- particularly for overseas tours.

Prepare and publish safety guidelines that seek to minimize injury.

Prepare and publish guidelines for medical equipment/supplies that all teams should have available for matches and practice.

Prepare and publish a Medical Handbook.

 

Collegiate Coordinator

Meet overall committee responsibilities

Design programs which will bring non-member college programs into membership with appropriate local unions.

Create documentation which provides appropriate funding ideas for college teams.

Liaison with coaching, referee, and tours committees to ensure that the needs of the collegiate members are being met.

Create materials which seek to promote, or establish, collegiate rugby at various levels:

ü existing rugby clubs to college administration

ü non-rugby playing colleges

ü athletic conferences

ü press (local, college, and national)

Define acceptable eligibility guidelines/rules.

Define and publish a faculty advisor's job description.

Ensure that scheduling problems unique to the various collegiate academic schedules are well understood by the Mid-Atlantic Board.

 

Director of Referees

Meet overall committee responsibilities.

Devise a system for the education and evaluation of referees at all levels with particular emphasis at the local union level.

Develop plan to assist local union Societies in the recruitment of new referees.

Develop a system of organization, communication, and feedback for the ongoing evaluation of referees. Publish a list of Mid-Atlantic rated referees.

Cause Referee Societies/Committees to work with and within the local unions. Ensure the committee/societies are responsive to Mid-Atlantic and local union needs/requirements.

Organize clinics for referees.

Ensure that materials are available to enable players and coaches to understand The Laws.

Assign qualified referees to appropriate Mid-Atlantic events.

Work closely with Mid-Atlantic and local union coaching coordinators.

Ensure that adequate discussion with Mid-Atlantic and local union disciplinary committees occurs on a regular basis.

 

Competitions Chairperson

Meet overall committee responsibilities

Supervise all Mid-Atlantic competitions.

Assign Event Coordinators and handle communications concerning all Mid-Atlantic wildcard, playoff and championship competitions.

Evaluate all bids submitted for Mid-Atlantic events and present recommendations to the Mid-Atlantic Board.

Communicate regularly with local union competition coordinators.

Hear and decide on any protests concerning player and club eligibility guidelines and other event requirements.

 

Match Secretary

Schedule matches for MARFU All-Star teams with guidance from the respective All-Star team(s) coaches and managers.

Work with local area unions to find suitable sites and hosts for matches.

Ensure that Director of Referees is aware of all scheduled matches and confirm referee assignments.

Ensure that Medical Committee Chairperson is aware of all scheduled matches and confirm medical coverage to be provided.

Work with Tours Committee Chairperson on potential matches by incoming touring sides.

Request permission to tour from Tours Committee Chairperson when MARFU teams plan to travel outside the USA.

Notify all appropriate coaches, managers, union coordinators of match details.

  

Director of Coaching

Make all coaching appointments to MARFU All-Star programs.

Ensure coordination and cooperation between All-Star programs.

Assist Coaching Development Chairperson in the organization of coaching clinics throughout MARFU.

Communicate regularly with Match Secretary and Tours Committee Chairperson re: match schedules.

Represent MARFU on the National Technical Panel (NTP).

 

Tours Committee Chairperson

Meet overall committee responsibilities.

Request approvals from USA Rugby for all tours outside the USA for MARFU All-Star teams.

Ensure that all outgoing tours by Full Member clubs have received approval to tour as per USA Rugby requirements.

Ensure that all incoming tours to MARFU have received proper approvals and are suitably matched with opponent(s).

Work closely with each local area unionís Tours Chairperson in setting up incoming and outgoing tours for Full Members.

Notify the MARFU Match Secretary of incoming tours who could provide a match, or matches, for its respective All-Star team.

Publish a list of all incoming and outgoing tours on a quarterly basis. Copies distributed to the Mid Atlantic Board, USA Rugby, Rugby Magazine and others as appropriate.

Follow-up on all incoming and outgoing tours as appropriate.

 

High School Chairperson

Meet overall committee responsibilities.

Develop materials which educate and seek to promote high school rugby. Materials should be appropriate for use by clubs, high schools and youth groups.

Work closely with each local area unionís high school chairperson in developing new programs and maintaining established programs.

Work with Medical Committee Chairperson to ensure medical/safety information is disseminated to all high school coaches. Keep Medical Committee Chairperson apprised of injury incidences in high school matches.

Work with Coaching Development Chairperson on developing and disseminating coaching materials appropriate to high school/youth teams.

Work with Competitions Chairperson on scheduling and planning of MARFU High School Championship.

Supervise and provide guidance to host of MARFU High School Championship.

 

Womenís Committee Chairperson

Meets overall committee responsibilities.

Supervise all womenís championship events.

In conjunction with the Competitions Chairperson, hear and decide on any protests concerning player and club eligibility guidelines and other event requirements.

Establish a playoff/championship format for womenís club and collegiate teams.

Evaluate, in conjunction with the Competitions Chairperson, all bids for womenís events.

Develop, with others, club and college All-Star program

In conjunction with LAU Womenís Coordinators, work to increase the number of womenís club and college programs and improve the level of competition

 

Mini/Youth Committee Chairperson

Meets overall committee responsibilities.

Develop materials which educate and seek to promote mini/youth rugby. Materials should be appropriate for clubs and youth groups.

Work closely with each local area unions mini/youth coordinators in developing new programs and maintaining established programs.

Work with Medical Committee Chairperson to ensure medical/safety information is disseminated to all mini/youth coaches.

Insure that the content/format of relevant materials, programs and rules of play are consistent with the rest of the international mini/youth rugby community.

 

Sevenís Coordinator

Prepare and publish a MARFU Sevenís Handbook.

Evaluate, in conjunction with the Competitions Chairperson, all bids for 7ís events.

Make recommendations to the Board regarding the structure/format of 7ís events.

Supervise all 7ís qualifier tournaments.

In conjunction with the Competitions Chairperson, hear and decide on any protests concerning player and club eligibility guidelines and other event requirements.

7ís Committee to be comprised of 4 voting members - 1 from each LAU and 1 Womenís Representative. LAUís may add people to the committee as non-voting members.
